because the government blocked ctest.cdn.nintendo.net I cannot connect to the internet on my switch at all is there a way to emulate this site at all?

Yes, check the 90dns selfhost instructions. You're gonna need to host your own dns server and have that resolve the ctest URL to your own webserver.
