That's normal to see for a Wii U with blocked updates. Doesn't mean there is an update.

You can always check here as well to confirm if there's an update: https://yls8.mtheall.com/ninupdates/reports.php : I've always assumed that this would update sooner if Ninty pushed a patch on the sly.

Misleading post, there is no new update. The X icon on download management occurs because it's searching if there's a new update, but it's being blocked by Tubehax DNS. This will always show regardless of a new update or not.
