I am willing to buy a PAL SNES, but I was wondering, does the NTSC SNES and PAL SNES use the same AV cables, or do I need to buy new cables?

For as far as I know the AV cables are the same. But if you want to use Scart cables you are region locked :P. Or need some soldering skills to switch a few wires around within the scart connection.

Nintendo intended for different cables. But I'm not sure if a cable's region can be identified without disassembling it.
This page claims a PAL cable has an extra 75ohm resistor.

Keep in mind that, naturally, the PAL SNES outputs PAL video at 50Hz. You will need a compatible TV or device.
