I used both 01 and 0e from IOS70, which are working.
Then, I always leave them here while recompiling, I don't overwrite with original one every time as build_boot2 create temporary file and don't overwrite originals.

try using both files from IOS70.
before rev75, I had to enable the SD access with boot2_usb.bin, or else I ended with no TV signal.
It's now enabled automatically for usb.
I don't know what the link was, maybe just a bad compilation, so try to compile it again.

check your cluster size, it has to be less than 64k (or is it only for di ?)

From what i've read here the di module is build with the .app from IOS60 that's why you need those files:

As for the 00000001.app, it's supposed to use the one from IOS60, but IOS70's is not very different from 60's so it does the job as well.

I compile r76 and it boots fine but it gives me the unable to read disc error. If I delete the di.bin and copy my r74 di to my sd card it reads the games fine. Anyone have a clue what I'm doing wrong.
You can not play region free, you have a disc inserted from a different region, check post below:
You got the "Can't read disc" error in disc channel? I guess you are using a PAL Wii/game?
