Not really. The stages created by the game are located on SD:\private\wii\app\RSBX\st (X = game region), so the exploit must be there in order to work, but there isn't any "st" folder.
The "pf" and "pfmenu2" folders contain the data that the codes are going to override in the game (texture hacks, etc.), nothing else. In the end, it still needs BannerBomb, just like WiiCrazy said.

The problem is the steps displayed on the page; they all say you must use the Smash Stack exploit, but don't specify that the PAL users should use BannerBomb. That's why anyone can be easily confused.

It does still work on 4.2 if I'm correct. Just not on 4.3 or higher.
