Why the slow releases?

We see many games at WalMart that haven't been dumped yet..

Usually games are released much sooner than we see a physical version..

actually, i also have been wonder why? how come the dumpers are dumping lesser games?
look at the past 1-2 months is basically bahamut dumping all the games

maybe its funding issue? who knows....
