As long as it's not a Supercard Rumble, you can use the SCL to run GBA games, yes. The R4 won't be involved at all, really unless you boot to the R4 and choose the "boot slot-2" option.

However, keep in mind that the Supercard has slower RAM, so it sometimes slows down in certain GBA games. If you've already got the SCL, feel free to use it, but if you're looking for a new device to buy, the 3in1 would probably be a better choice.

For GBA games, maybe EZFlash Iv is good. NDS games have instant load, but in-game lag, but the GBA loads take about 5 or 6 seconds and no in-game lag. Fairly good for GBA games.
