Skyrim AE content missing?

I was looking to set up Skyrim on the Switch but there seems to be a problem after testing it on emulator. Main files, update, language pack, AE DLC all load just fine and in the game, I can see the AE content being visible in the main menu under "installed content". But there is no actual AE content anywhere in the game. No quests triggering, no new items, none of the player homes, nothing at all.

I looked into it further and found that it's likely the DLC file itself. It's rumored to be 150kb normally, but the only one I have is 122kb in size which some redditors claim is a bad dump. Anyone else got the game on Switch and can verify this? Since I had it happen on both emulators, I assume it's faulty game files. This also means that any possible difference from using a particular installer on the console would have zero effect.

Can anyone get the game files and confirm the issue? I'm dead certain that anyone trying will run into the same issue, as I've done with multiple sets of files across two emulators and a CFW console.
