Maybe he can wait it out a month or two and save up for a New 3DS or a Wii U. Both are great systems. but if your extremely low on cash, get a Wii. GC, N64, PSX, Gen, SNES, NES, and of course wii games can be ran on here
Someone Who can only afford a Crappy Condition unit, in 2000s I used to buy broken and bad condition ds (screen, hinge mostly) for 10-15$ and Canniballize them. sold I Bunch of them and Give my Nephews a couple for xmas I STILL have 2 of these unit, They Faded and Scratched to hell but still work perfectly fine...

well cheap yes but not in terrible condition, then you just be wasting money instead, I mean I wouldn't waste money on a cheap 3ds unless I shell swap the entire unit that was broken. Beside people are asking for 2x price for limited edition 3ds that is in brand new condition.
Black N3DS was $100 buck few years ago on Black Friday, that was a really good deal, too bad 3DS are no longer being sale in new condition here in the state that why the price is higher than expected, supply and demand, still a very popular device, my nephew love the N3DS when he come out to visit.
currently i'd say there are 3 nintendo consoles that are must haves, and the 3ds is one of them. you'll have a plethora of games to play, from 3ds, ds and gba in a little compact package. the other 2 are the wii u (same as the 3ds case but with even more stuff to play, coming from almost all of nintendo's history of consoles) and switch (not only having the new games, but also a very good homebrew scene). so if you can in the future get both aswell, is a high recommendation aswell. but for now, considering your financial problem (i'm with you), stick with the 3ds if you can, is a great portable.
Ps vitas are far more versatile than the 3DS, and seem to be somewhat cheaper as well. I picked mine up for $160 on EBay, and it was in fantastic condition. Heck, I have even heard rumors of 3DS loaders for the Vita, although that sounds somewhat far fetched.

That is the unfortunate truth… While the Vita is more versatile in the hombrew scene, 3DS games are much more charming, and memorable. Good games come at a price.
