Selling USB's with games on them?

So lets just say I wanted to buy some USB'S in bulk put a game like
Half Life, Xenoverse 2 or a custom order then sell them on Ebay. First is it illegal I don't see why since they sell FMCB with PS2 games. And Second is it a good idea because people might think its a virus

You would be selling a copy of something.

FMCB is just a modded memory card without any illegal content... but any "extras" advertised entail piracy and ebay removes them.
