@Daniel72 wants to know why Seedminer doesn't work for Korean region 3DS. He states that the Nintendo eShop does sell DSiWare for the Korean market.
Here's his thread: Is it impossible to seedmine a Korean (new)3DS?

I think it has something to do with Sudoku not being available in Korea. I'm not familiar about the intricacy of seedminer and couldn't find a explanation what prevented KOR/TWN/CHN other than maybe their DSiWare library is minimum or non-existent.

Edit - I forgot to add. Here's a site that lists DSiWare, some of them are available for S. Korea.

You can always use ntrboot if it turns out to be impossible

it's because no exploit has been made to work the games from the regions you listed,

*IF* a game say Four Swords for example, is the same game ID as the JAP version he could use that exploit, or *IF* Mario is the same as the EUR version for example, they could use the EUR exploit, that may be the only way for it to work,
but since KOR systems are fer and far between on here. and the people that wrote the exploits do not have one, they may not be able to work it out

Lol I thought it was actually possible to replace the DSiWare with any custom or homebrew DSiWare (like the DSi HBL), apparently I was wrong
