Hardware SD card says it's full?

Hi, I bought a second hand 3ds with a 2gb sd card and reset the 3ds to factory settings. I came to download a game on the eshop and it says I only have 11,000 blocks left, even thought I went to the data management and deleted everything. is this normal? what do i do?

Turn 3ds off, put SD in computer, delete everything, format to fat32 (optional), then put back in 3DS.

Also...
You should get a 32GB SD card, if you can, because you can download more than one game.

It should take a while to format (it took me more than 2 hours to formate 8GB)
