ROM Hack save editing 3ds cartridges? or another work around?

Okay so ive spent the past few hours searching around gbatemp figuring out the best way to go about this.
I want to modify badges on my Smash U.
i have
smash 3ds cartridge
new 3ds xl with that youtube hack homebrew launcher thingy
old 3ds xl
smash u/ wii u
action replay amiibo
action replay 3ds

things i dont have: 3ds flashcard/gateway

so, with that in mind, is it possible to modify my badges so that i can transfer them to my wii u?
this question was asked a few times back in february, but i havent seen it brought up again since.

OK from the top! Power Saves Action replay lets you modify you badges in Sm4sh 3ds and some times if you keep it reasonable it lets you upload them to wii u useing action replay 3ds all you need to do is go to the custom area and badge and thats it! If you need more help I can make a video

Sm4sh save files haven't been fully documented yet so apart from PowerSaves there's no way to modify badge data at the moment.
