Hacking RX tools not working anymore?

my O3DS is on 7.1 and I haven't updated anything it says "Forbidden you don't have access to/ on this server." anyone have a fix?

Is there a way to permanently boot into CFW without rx tools? I'm new to 3ds hacking.

Upgrade to 9.2 with a game than use menuhax.

Do I really need to do that? why can't my lower firmware do this?
