Android Running DS Homebrew on DraStic DS Emulator for Android

OK, here is what I want to do
Run NeoDS on the Android DS Emulator Drastic. I have a Windows Computer. Under Drastic, in the FAQ Section under
Does DraStic support Homebrew Games
Yes. If you want to play a Homebrew Game that uses the DLDI filesystem, see 'Instructions' for explanations

Needless to say, the Instructions are for if you are running Linux. Need to know how to create a drastic_dldi.img, and run NeoDS. If needed, need to know how to add the .neo Roms into NeoDS so it they will run in it.
Reason I am asking: There are no Arcade Emulators that run Homebrew/Hacked Roms. I was able to get them made and running on NeoDS, so I am trying to get it running on my GPD XD.
Also, in case there is a Rooted Directions, the GPD is Supposed to be Rooted, but apparently is not because I can not access/write anything to the Root Directory
