i'm not really sure if anyone has the hardware for making 1-off ds games. if they did you would be limited to ds phat/lite due to bootloader issues.

there was a guy making translucent cases. you could easily buy up some cheap flash kits and drop in the guts. the obvious issue would be that its a flash kit. so you would have to deal with bootloader updates, msd corruption, etc.

most of the reproduction carts that i have researched are just underdeveloped flash kits. some are even the flash kit with the re-writable chips replaced. so maybe the idea of a modified flash kit that uses a chip to hold the data instead of a msd card/NAND is something to start working towards? i'm sure others would like custom standalone games as well.

Swapping the ROM's? Not possible. Those DS carts are read only.

As for blank carts to write too, I'm unsure. It'd likely be easiest just to modify a flash cart to boot that one game. Not too terribly cost effective, but a possibility.

Why?

If you want to just play them, a flash cart with auto-boot ability (so you don't see the menu and it boots straight to the ROM) would likely be cheaper.
Original R4, $2.10

2Gb MicroSD, $4.50

If you want to sell them, you'd need the permission of both nintendo (and other companies involved in making the actual game), and the ROM hackers.

As pointed out, existing game carts are either ROM (and thus can't be modified so you can't use those already-created ones), or simple flash carts (in which case you can just buy an R4, autoboot it, and make your own sticker for the same presentation, likely way cheaper for small amounts).

Why don't you buy a "DS Multicart", which is probably a modified flash cart that has the microsd card slot hidden, and then just yank it open and slap youre hombrew onto the microsd (dont worry I think these multicarts autoboot...)
