ROM Hack Ripping game update patch from your system?

Is it possible for me to say rip and update from a game i have installed and pack it as a .cia?
Anybody know what's needed?

Example: I have Shantae and the pirates curse EUR installed and the update patch for it.
I want to rip that patch and pack it as a .cia to give to a friend on a USA 3DS.
