Nintendo made a bootrom dumper because they kept accidently deleing the bootrom from thier computer. Now they could use it to re-dump it from a 3DS!

Yeah, the 3ds bootrom is hidden waaaaay deep in the (physical) CPU and it's locked off by CFG_SYSPROT9 and CFG_SYSPROT11 (which is used exclusively to lock the bootrom) so lol there's no way software's getting at it.
