There is indeed an app that cycles through the colors just like TWLoader did. Any version 8.1+ is 100% safe of not bricking.MCU bricks are unfixable. If a single bad bit ever goes into the MCU it will logically lock and the 3DS won't boot. No one uses the rainbow code for anything because something as simple as a game freezing could theoretically lock up the MCU.
