I meant system as in o3DS/n3DS. But I'm still getting 60 though. Make sure you use NTSC roms and not PAL roms on the 3DS.System 10.1. Well it happens with some games, like mario all stars in catsfs and mickey world of illusion in picodrive.
Maybe some games force it to 50? because altough they are 50, they run fine

You can't use vsync with PAL games on the 3DS. Since the 3DS's screen is 59.833Hz, there's 10 blank frames with nothing to fill. There would still be 10 blank frames every cycle.What about syncing to audio instead?

That would be why. You were speeding up PAL games to 60fps. They won't have any stutter like that but they run faster then they're supposed to.Nope, didnt touch that

I already tried 10 of them. Including the PAL version of Yoshi's Island and as long as the vsync is on it'll run the games at 60fps.Fps was automatically locked to 50, at least that was shown in the bottom screen, try a pal game yourself
this will hopefully fix the gfx corruptions in pcsx_rearmed while still being slightly faster than the 2015-09-30 build :I try .cia on N3DS,
after the initial screen the game back to normal, but it seems whether it is slower the previous version of PCSX
I'm a massive Saturn fan as well. But the only core is Yabuse. It might be portable - it was ported to the Wii, it it's not a very developed core at the moment. SSF is the best option on the PC and that's closed source.

also there is an option in settings-->frame throttle to limit the maximum run speed in case audio sync isn't enough to make the core run at 50fps.
