System 10.1. Well it happens with some games, like mario all stars in catsfs and mickey world of illusion in picodrive.

Maybe some games force it to 50? because altough they are 50, they run fine

I meant system as in o3DS/n3DS. But I'm still getting 60 though. Make sure you use NTSC roms and not PAL roms on the 3DS.

It may actually be worth using PAL games on some emulators, since PAL's native FPS is 50, making for a slightly less demanding game to emulate. Of course, that comes with its own "costs": different audio pitches (this would be especially noticeable on systems like NES), and less smooth gameplay (due to 50 FPS instead of 60), to name a couple.

You can't use vsync with PAL games on the 3DS. Since the 3DS's screen is 59.833Hz, there's 10 blank frames with nothing to fill. Causing stutter.

Know any game that does not run at 60 fps in ntsc and we can try the pal version to see if it gets better?
 
That would be why. You were speeding up PAL games to 60fps. They won't have any stutter like that but they run faster then they're supposed to.
Fps was automatically locked to 50, at least that was shown in the bottom screen, try a pal game yourself

I think you could use temporal interpolation to work around that but I don't think that's supported in RetroArch

I'm a massive Saturn fan as well. But the only core is Yabuse. It might be portable - it was ported to the Wii, it it's not a very developed core at the moment. SSF is the best option on the PC and that's closed source.

So far I've had excellent results with uoYabause on Android. Works better than PC for me on my Nvidia Shield, but that thing is pretty beastly compared to the 3DS....

audio sync should make them run at 50fps, even with vsync on, maybe you had that off ?
also there is an option in settings-->frame throttle to limit the maximum run speed in case audio sync isn't enough to make the core run at 50fps.

Yes, I already know that. I was saying that unless you run them speed up, there's always going to be 10 blank frames.
