I Need a Save Editor for IE:GO CS ThunderFlash and WildFire
We Need a Tools that is capable of Stats editing and Techniques Editor !
If Someone make it i will be very happy

I think it's possible to change the stats via ram editing (ARcode). For Hissatsu, you can use a ARcode to multiply to x99 (not all techniques will be multiplied, but most of them yes). You can find the code in the thread dedicated to the ARcodes, but I can not remember the page where exactly the code is located.
