Homebrew [REQUEST/IDEA] 3DS Proxy

Is this a thing? Is this possible? I'm looking for a 3ds proxy to use with netflix/hulu so it seems like I am from the US (Changing region doesn't work)

You could also always setup an AP that tunnels everything though a VPN or somthing.
