I'm looking for a home-brew app or CIA App i can install that will allow me to transfer RBY VC Pokemon Up the Gens. Anything like this? AND PLEASE DO NOT SAY PHBANKGB

There is no such program, PHbankGB as you know is only a Gen 1 storage system. The ONLY two ways of transferring VCGen 1 Pokemon to another Gen is with the official means with Pokemon Bank or using PHHeX manually.

Seriously, if you're too lazy to export your save over wi-fi, then just pay $5 for the bank subscription.
