Okay, please analyze this list: https://pcpartpicker.com/list/VrJtqk

Oh I forget mention I have portable pc but only plan use to monitor live(streaming) to check if stream is okay.

Here is spec of portable pc: (not so good lol)

Oh also I do search internet but cannot finding concrete answer. I do not know if AMD or Nvidia is efficient for such purpose(streaming/video edit) of pc... This is why "video card" option is unknown.

If you need a cheap video card that will do what you need it to? The AMD RX 480 works great.

It's all good. Add a cheap GPU if you plan to edit videos.

This is actually not bad, it's more than enough for streaming purposes to be honest.

This is my bad, I started out with recommending you the i5, because I genuinely think they are more than powerful enough for streaming. However, not that we have come into i7 territory, I strongly feel you should make an AMD Ryzen PC.

I only continue to modify things.. I see you are recommend AMD Ryzen, but I am unfamiliar with such hardware.

This is current list now... https://pcpartpicker.com/list/hC8bZ8

I hope that is able do streaming(capture device) 720p@60fps showing great results... Perhaps 1080p@60fps too but not priority. Perhaps this pc can function 100% for stream/record/edit.

Total becoming $842.60US(before tax, ship) of $1,300US availability PC fund, this is okay!

Possible to choosing efficient cooler or is okay?

I would say go for a better cooler, also a 750W PSU is too much for your cause, go down to 650 or 600 atleast. From the money saved, get an SSD for the boot drive.
If you plan to go upto a 1050Ti, you might as well get the RX470. I would also spend less on the Case.

This is how I would spec my streaming/recording/editing rig if I wanted Intel.

But everyone knows a Ryzen R7 is way better than a quad core i7 for everything except 1080p gaming. (Higher resolutions see the Ryzen perform as well as the Intel)

For the ryzen i find out that it can perform much better if the ram is overclocked to 3200, sometimes it even beats intel cpu on gaming. This is old news, there are still some bugs that needs to be fixed.
The only bad thing is that ram are expensive now, still i would build a ryzen pc with r7 1700.

For streaming, you do not need a GPU. Your capture card will encode the video.
For video editing, a GPU will make the process go much faster, but you do not need a GPU for video editing either. I think the AMD and Nvidia cards are about the same.
