manuals and updates are not encoded in the zero key in mergerom 0.32

I ran the following command
mergerom test.3ds --exefs=exefs.bin --exheader=exheader.bin --romfs=romfs.bin --manualromfs=manual.bin --updateromfs=update.bin
After executing the command, I was expecting to be encoded manuals and updates in the zero key.

PD:Finaly im take source of mh4g mod ,and make code_insane.bin of mh4u update and make new .cia and game work ok ,but how activate the mod ,im enter on quest open estatus panel ,and nothing
