What you need to do is grab the .cia from thecruel github release page, put it on the folder you want on the root of your sd, then you install it with your favorite title installer. Once you have it installed and launch it, it will create the necesary folders for the app. You can scan a encTitleKeys qr from the app and it will download and list the games you can download.

You do realize that freeshop already does that automatically? Just tick the option in settings.
