Homebrew [Release] FBI - Open source CIA installer

Which game is it? It may be fake, I had troubles with this too. Ensure there is a save file on the cart, also try using TWLSaveTool

Dragon Quest Heroes: Rocket Slime, which I know isn't fake, since I bought it new years ago and there is a save on it. Also, I'm using the .3dsx version of FBI. I have a sneaking suspicion that the problem is because my 3DS is on 10.5 firmware.

I can't use TWLSaveTool since you need either Pokemon Dream Radar or Poke Transporter and since I'm doing homebrew on my secondary 3DS, I don't want to buy either of those again(I have both on my main 3DS already).

I would second that this is probably an issue due to running as 3dsx as well. Switch to a CFW (I recommend luma/a9lh as well) and try the .cia build, as an installed CIA it can get more permissions for things that it needs to do than HBL easily allows.

@Steveice10, I was wondering how hard would be to include a "HomeBrew Launcher" option in the FBI, doing the same thing as ylsw8 CIA version, that's check for a payload with the same FIRM version and launches it?

This would be a fantastic feature to include when we use FBI as injected in H&S.
 
I would recommend you get the game from either freeShop or Ciangel.
Ok and noticed some CIA are bad for ex when I tried installing Resident Evil I got

but when I tried a different site and shorted name it installed

Yeah, when you use freeShop or Ciangel they will install a legit cia which means you can redownload the game from the eshop if you deleted it. They will install no matter what.
