It only works on old3ds a you need firm 9.0 for data initialization, then you will able to run it with A9LH:

firmware.bin and firmware90.bin go into the rei folder
arm9loaderhax.bin goes into the root of the sd

rxtools doesn't use firmware files

You use the python script provided with the release folder, the you execute the correct python script (O3DS or N3DS)
This generates a folder with the firmware files in it (not named firmware.bin), for N3DS this is 1 file, for O3DS there are are 3 files
You put the firm folder into rxTools folder
