Gaming Region Unlocking Pokemon (original cart)

Hi dudes, I have a JP 3DS and want to purchase a local EU game cart to play on my 3DS. I know I can bypass region locks with my Sky3DS+, but wondering how I can go about playing a physical cart from another region.

I don't want to pirate, but also don't want to buy it through the JP Eshop as its substantially more expensive. Could i perhaps buy an EU cart, dump it, extract the header and inject the header into my own dump, then play it through the Sky3DS+?

Unfortunately I can't install CFW due to requiring a hardmod, so my options are limited.

Edit: Can someone confirm this? I'm reading conflicting information.

Edit 2: It seems the games ARE still region locked.

You can't dump games using sky3DS as far as I know, so this method won't work. If you don't want to pirate, why do you own a sky3DS?

They all have an English language option but are still locked Would downloading a predumped rom, buying the game, extracting the header and injecting it be a viable/safe option?

Can you extract the header using SKY3DS? Have you done that before?

Also, any header should work. You don't need a pokemon sumo one.

I don't believe in piracy (personal choice), so I wouldn't want to do it unless I'd bought it through a legitimate channel first.

You can't extract headers with a Sky3DS+, but I have a power plays thingamajig. I think I can do it with that?

I don't know much about "the power play", but this tutorial allows you to dump a header with powersaves https://gbatemp.net/threads/tutorial-get-your-private-header-using-powersaves.385511/

I think I heard that sky3DS doesn't support pokemon right now, but what you outlined should work when they've patched the firm.

Pokemon games are region free. (Note that region lock is a property of a CXI = the first partition that holds the software itself)
But the included system update is region locked, so it causes the card to be rejected, unless a CFW patch makes the console ignore card updates.
The physical versions of the Louvre guide are the only region free physical games without an update partition
