Hacking Region locked download play

So I've read that DS download play was region locked and was wondering if there was is a way to make it region free or change regions.

I have a Japanese 3DS running the latest update of Luma and latest firmware. My US 3DS can't find the game when in DS download play/local. This happens with Luigi's Mansion remake and Mario Kart 7

-I'm using US CIAs
-The region of the console was changed to EU

But... those are 3DS games, not DS games!
You may be able to get somewhere using other (3DS) Download Play clients, such as the developer app "DLPCLI" - though I can't confirm that

He means your thread title is awful. When read without context, one interprets what's being region locked are DS titles. This confuses the reader in what that has to do with 3DS titles. It is bad practice to mix and match DS and 3DS as the same thing.

I think the problem is that "DS Download Play" used to refer to this app's original name. It now goes by "Download Play" as it now includes both DS and 3DS games.

Mario Kart 7 is region locked for local online play. Both your 3DS systems must have the same region *.cia copy of that game.

They are the same region. But I suppose I could download another cia and try again...

I did some more reading. Apparently, Download Play also region locks based on your console's region 3DS firmware. Looks like downloading a different *.cia isn't going to change a thing.

What happens if you override the region and language setting using luma's override config. That should tell downloadplay that you are that region and lock to that.

Eh... Maybe? Region changing the 3DS firmware might not work in bypassing the Download Play region lock. Your region changed 3DS might still be blocked server side from using online services.

A well known case of this is that new series 3DS systems (n3DS, n3DSXL, n2DSXL) are permanently locked in to their native Nintendo eShop upon visiting it.

For example, my USA n3DSXL can have its 3DS firmware region changed to JPN; however, I will never to be able to access Nintendo eShop of Japan because Nintendo first recorded my n3DSXL belonging to Nintendo eShop of America.

@driverdis, I'm assuming if his two systems are using the same region copy MK7 where one is using EUR firmware and the other with USA firmware, he doesn't need locale emulation. In terms of tricking Download Play into believing one of his system will work match region to the other system, he can try, but I have doubt this will work.

Another approach FarisMarie can try is downloading and installing an out-of-region Download Play. That means he could have both EUR and USA versions of that same system title on a single 3DS... This might not work as out-of-region system titles can cause instabilities crashing the firmware (aka, frankenfirm).

Yes I've read about the permanent region thing for n3DS. That's why I got an o3DS (which I forgot to mention ah...)

Hmm.. I'll try looking for an out of region download play first. If that doesn't work, I'll try changing the region

Instead of using "single-card" multiplayer (download play), why not install the full game on every 3DS and use the "multi-card" way?
We're talking about modded consoles anyway...
