with flashcarts you can't use the pokeshifter right? and if i try to use a usa copy of the 4th gen game to transfer the pokeshifter can i do that or no?

I've never heard of flash carts having a specific problem with pokeshifter, it probably matters which you have and which OS.
HOWEVER, Pokeshifter is region locked, so you can only use a JAP D/P/Pt/HG/SS with your Japanese B/W.
