Raspberry Pi B3+ setup help

Hey I recently bought a 3B+ to get an emulationstation setup and I can't for the lift of me get a signal to my tv and I've no idea why. I've tried two different tv's and hdmi's. I used etcher to flash retropie 4.4 onto my brand new 128gb microsd. I have two lights on the pi, one is orange and one is green. I've added the command hdmi_force_hotplug=1 to the config.txt file and I still can't get a picture to the tv. Anybody know what im doing wrong?

Edit:

Changed the OS to NOOBS lite, now it's just a red led showing up.

Are you using a 4K TV?

I am, I did a lot of trouble shooting over the weekend and managed to fix it! Thanks for the reply though
