Hardware Quick question about 3.3v line on PS4

I have a couple quick questions and thanks in advance for any help:

I have a Slim (SAE-003) that someone asked me to fix. The console shows no power at all when assembled. No light, no beeping, etc.
I took it apart and tested the PSU. It gives off 12v and 5v. Good, right?
Kinda not really, haha. There is no 3.3v anywhere on the board and I have no idea where the console produces the 3.3v line (from the assumed 5v).

Further, there seem to be shorts all over the board. I mean everywhere. Every cap under the APU, a lot of caps on the other side, HDMI IC, HDMI Port, etc.

1. Is there a specific power source that creates a PS4's 3.3v line (among the groups of coils, mosfet, etc)?

2. Could a single bad IC or other component show shorts across the board? Not all but a lot of places?
