Homebrew Questions about formatting

All right, so earlier I had made a thread about a soft-brick problem I had with trying to downgrade for cfw.
Once I get freakyhax, I will need to format my system to attempt again.
My questions are,

1) Once formatted, are games I have bought in the e-shop re-downloadable?
2) If not, is there a way to save all my games and software that is on my SD card? I heard system transfer would work but not from N3DS->O3DS and back, which are the only two 3DS systems I own.
3) If there is a way to save all the software on my SD card, would save data remain? Or do I have to back all that up? And if I do back the save data up, would it be usable after formatting?

you cannot re downgrade on 11.0, but anyway

2)You can save if you wanted, or at least the saves
3)I believe

If you softbricked, chances are you updated to 11.0 to fix it, which means no downgrade without hardmod. Other than that TheVinAnator already answered so I wont' repeat those answers.

Just to add, 3) Yes, with a NAND backup you can extract the moveable.sed and use that to make your saves work on another console. I don't know details but I have seen it discussed.
