I understand that the 3ds point card is region locked, so suppose I purchase an $20 US point card, change my region setting from Canada to US, add the card and then switch back to Canada, what will happen to the new balance? will the new balance show $20? what will happen if I purchase another $20 point card, but from Canadian retailer and add it to my balance? will it be $40 total?

I think, if memory serves, it will clear the previous total, because of currency differences, and whatnot. I wouldn't try it though or you could strip yourself short $20 US/CAD.
