ROM Hack [QUESTION] Using Gameshark with VC injects?

If it sounds like a stupid question, it may be. The way I understand Gameshark works is, it sort of layers itself over the game so the system recognizes that before the cartridge but, still thinks it's all one game. Is there a program that allows that sort of "layering" to create a rom file with a Gameshark rom on top of a regular rom? Some sort of "rom mashing" program...?

I'm having one hell of a time trying to figure out how to create NTR plugins. I am using the NTRPF and trying it on an injected copy of Link's Awakening.

assuming you injected the game with NSUI and still have the .uip project file, you can change the titleid to match that of the official vc version and have cheats working that way
