ROM Hack (QUESTION) Look into description!

Hello Everybody!
I hope anybody can help me...
I have 2 Questions:
1. I now have me self as a Gold (Special Mii) and I can use it for StreetPass, but I can't make a QrCode with it. Does anybody know how to do this?

2. How do I can decrypt and encrypt Roms (.3ds/.cia)?
Does anybody know a Programm to do this or a thread?
