you can test by yourself, download a update patch from eshop, and install a cia version with any installer

the download one will have correct consoleid, cia one won't

Is that bad? If I delete the bad ticket it would just delete it, sure the space is still there but it wouldn't affect anything right?

Yeah, I doubt Nintendo will do much unless I am a huge problem. Companies tend to not act until the problem is extremely huge.

Yeah that's probably right, but the question is why there are system title tickets, since we can't download them via the eshop?
My guess would be that Nintendo requires tickets in order to download things from the CDN
So, in order to get the system titles for the updates, they need a ticket. Just to make Nintendo's life easier

ticket is like the main.activity for android app, if you disable it, the app won't show up again until you enable it.

without ticket, installed files can't be read by the console
