In a few weeks to a few months we should be able to downgrade any system up to 10.3, we should be able to downgrade 10.1 or less N3DS's even sooner since there's active work on that exploit.

Once downgraded to 9.2 we can install a CFW and get 9.5/latest firmware(O3DS) and install cia's

QQ3DS is region free???

They're not region free as they're both the exact same card. To play any region games on a Sky/QQ3DS, you need a way of loading homebrew (conveniently, there's now Menuhax for the latest firmware 10.3)

We can only be sure for new exploits on sysnand 10.1 systems, 10.2/10.3 is a bit uncertain atm
