Gaming PSP themes.

There are your standard themes (I cant remember the extension) that do nothing but change the Icons and backgrounds of your XMB (Menu). Then there are CTF themes, they can change the layout of your menu (Only looks wise, you cant make a menu that goes up/down and use the up and down buttons, you still have to use left and right), sounds, background (some move), and your Gameboot.
 
CTF can be annoying since either most of them are not done right or poorly done.
I just stick to the original theme with a background. Looks more sexy.
I also disable the boot 'Sony' screen, faster boot.

----> you are likely going to want o get cxmb, make sure its the GEN version
What types are generally the best right now?
----> its generally best to stay away from the ones that you copy to your flashes. ive used a few different CTF themes since i got my psp. eventually i just went back to the plain old xmb.
Do custom/homebrew themes allow animation?
----> yeah, i think so, and they can do custom system boot/game boot videos. some theme makers have even went the extra mile and made new media player animation things (like for the equalizer thing)
If a theme I install is bad, how can I revert?
----> just go back into your themes thingy under settings in the xmb and choose a new one.

I'm running a God of War ptf, seems much better than the ctfs you can find.

You 2 must have bad luck with CFT themes. All the CTF ones I find are quite excellent, there is a Spider-Man one that I am particularly fond of.
