Gaming PSP Slim Blue Madden 09 v.3.9 hackable?

Ive seen a similar topic but it's talking about it having 4.01 but I want to make sure if the link Im going to buy is hackable.

im going to manila tomorrow to buy a used PSP but I came stumble with that link. It's still shiny (Ooooohhh...shiny) and I wonder if you can help me with just the info posted since the seller is offline. No contact details aside from tipidpc.
