I have some psp with ofw and I’ve been looking and trying to hack them, but I’m new and I suck at this. So does my psp have to first be at 6.61 ofw to get the 6.61 cfw or not? And if so why are the hacks not working on my psp’s?

You should not follow that tutorial as it bricked my friends psp. Just use a normal hack for 6.60 that you need to run at boot for a safer set up.
