If I buy a ps4 slim it will come with 4.0 or less?
And plus, I need update in order to configure it/create a account? What are my options to keep him at 4.0 and play original games until wait for a exploit?

I don't know about the firmware and am curious about it too, but to create an account you can just make one here now: https://account.sonyentertainmentnetwork.com/
To keep it on 4.0 you can just not connect to the Internet. Obvious, I know, but it works, lol.

So even if I buy any used 4.01 ps4 I will have to use the account of last owner or upgrade to have a new account. It make useless buy a new console to keep the low firmeware.

He's probably going to remove the account before selling it to you. But you can have several accounts anyway. And they can be offline accounts not tied to a PSN login.

I'm not sure I understand what you mean. Your save files are stored offline, unless there is an exception I'm not aware of.
