The actual funny part is that HAS to be staged. The cop tells the man in blue "put your hands behind you back"? Nah, if the cop cannot see your hands, it's a meaning of danger because he could be hiding a weapon (esepecially since he didn't search him yet). They WANT to see your hands, they will never tell you to put them behind your back (aka hide them) if they haven't controlled you yet.

No, just watched a lot of series with police and stuff like that.
There is an ongoing series mainly focusing about lawyers and there was a case surrounding one of their friend who was a cop.

In short, a fake cop was shooting in a restaurant. The real cop, who was in the bathroom, rushed out with his gun out. The fake cop was aiming at two clients, one was behind the other. The real cop, who though the other was also a real cop and the client was holding hostage the other (see picture), took the decision to shoot the client (he was behind and it allowed him to shoot him without hurting the "hostage")
He ended up being charged with second degree murder, and the whole trial revolved around the fact that he could not see the hands of the client. If the cop cannot see your hands, they are allowed to shoot because they have to consider that you are holding a weapon.
