I'd love it but looking through the eyes of a troll, it's a bad idea, especially in the normal forums.
I honestly don't think a single emote will change the frequency of trolling, but I see where you are coming from and can respect your opinion.

It's true that other emotes could convey the same idea, but derp is hilarious. This is also a bit specific, but it works much better in any of those same examples when you add related words to it. IE: "oops, I goofed. Herp." I guess the bottom line is that I think its a funny face. Not much else to it.
