there was just a tool posted that will do it for you
edit: just open tickets.csx and edit the 20000 to 99999, then run
pqsave s user hacked_user tickets.csx
this will decrypt your save, edit the money and re-encrypt to hacked_user.
I then recommend you make a new folder in your checkpoint saves folder and rename hacked_user to user and put it there. so you always have a backup.

Well drop your save into the folder with pqsave then in cmd change the location like such but with the location of your own file

This is the command "cd C:\Users\arch\Desktop\PqSave"

Then use command PqSave.exe s C:\Users\arch\Desktop\PqSave\user C:\Users\arch\Desktop\PqSave\user tickets.csx

when that is done then go ahead and do PqSave.exe s C:\Users\arch\Desktop\PqSave\user C:\Users\arch\Desktop\PqSave\user items.csx

After that just inject your save back on your switch

be sure to use the paths that are correct in your case, you also don't need to use full paths, if you put pqsave.exe in the same folder as your user file you can just do
pqsave s user user tickets.csx

make sure cmd's current working directory is where your files are.
you use cd for this (cd = change directory) eg:
cd Desktop
cd saves
cd pokemonquest then use dir command, see if it lists your pqsav exe and user
