Try going to your exdata in system settings and see if it recreates new info. Also you should run Tiksweep if nothing is working, it's not like you can't reinstall EVERY ticket with Tikshop afterwards. According to Nintendo, your error is a timeout issue with the Nintendo server so it could be that you just have really crappy connection to it. The main solution as outline here: https://gbatemp.net/threads/3ds-error-007-6106.398979/ Is to preform a system update (even if you're updated) or do a system format, then restore your sysNAND backup. If it's not fixed upon restoring, I would just reinstall my stuff after the format.
