What does "No Outlines" do?

You know how in the game the characters and Pokémon have these black outlines. Well it removes that and makes it cleaner. Me personally think it is nice but I like it the way it is a bit more

you can copy the exp multiplier code and and set it to x1 and convert to ntr.. or does it still stay even after closing the game?

You will find that games look much better without outlines and every game with outlines should have an option to remove it just like Super Smash Brothers 3DS because it doesn't hurt anyone. Outline on low quality helps determine who and where you're at easily in fast paced games. However, Pokemon is not fast paced and it's turned based so outlines aren't necessary to find where your character is.

Tl;dr : The outlines for Pokemon Sun & Moon do not affect the gameplay; it was an aesthetic addition to the game.

So is there an NTR Plugin for Moon with all working codes up to now yet?
I got the one up to the 10× and 100× EXP. Would kike it to have everything so far and at least the 900+ for first item in Item and Medicine invatory if possible (or all items 900+ in each onvatory and all items but I don't want to ask for much but hoping someone can help with people with NTR plugins)
