Hacking Pokemon moon Error code Questions

So I got hit with the latest error codes (the one witch has seprate codes for games and eshop) for the 3ds.( And yes I know that i was a dummie) So I have a few questions if someone could answer these that would be amazing.
1. Is it perma ban?
2. Could I make a new nnid
3.How would I get unbaned if I do not have another 3ds, Would an old a9lh sys backup unban me?

No NAND backup can save you. You and a multitude of other people are screwed.

We fucked my friend there's no way around it. If you want to be online you'll need a new 3DS.
